Guideline for ships entering Thai waters in the case of ships come from the Territories outside the Kingdom of Thailand\u00a0<\/strong><\/p>\n

Reference is made to the Notification of the Minister of Public Health, deriving from the advice of the National Communicable Diseases Committee, declaring that Coronavirus Disease (COVID\u201319) is a dangerous communicable disease under the Communicable Diseases Act B.E. 2558 (2015) and Thailand has continuously implemented measures to monitor and control the disease At present, the World Health Organization (WHO) has announced an upgrade of the epidemic situation to Pandemic. Therefore, for the benefit of the public health in preventing and reducing the risks that may occur to the people in the country and to control the navigation in an emergency situation in a timely manner, the Director General of the Marine Department therefore announced the guideline for ships entering Thai waters in the case of ships come from the Territories outside the Kingdom of Thailand as follows; 1. This present Announcement supersedes the Marine Department Announcement No. 41\/2020 Subject : Guideline for ships entering Thai waters in the case of ships come from the Territories outside the Kingdom of Thailand defined as disease infected zones of the coronavirus disease (COVID-19) outbreak dated March 9, 2020 and the Marine Department Announcement No. 43\/2020 Subject : Guideline for ships entering Thai waters in the case of ships come from the Territories outside the Kingdom of Thailand defined as disease infected zones of the coronavirus disease (COVID-19) outbreak (Additional No. 1) dated March 18, 2020<\/p>\n

\n2. The masters, crew, passengers and any persons who are onboard the ship travel to Thailand shall be isolated, quarantined and confined for observation or any other measures for the prevention and control of communicable diseases as imposed by the Government of the Kingdom of Thailand 3. Ship operators, ship-owners, charterers, masters and captains who are from port of origins in the areas defined as disease infected zones and the areas have been declared by the Ministry of Public Health or WHO that found infected persons of coronavirus disease (COVID-19) are required to perform the following screening of masters, crew, passengers and any persons before embarkation as follows; (1) Check Health Certificate certifying that the persons have no evidence of being infected by the Coronavirus Disease (COVID\u201319). The Health Certificate must be issued no more than 72 hours prior to the date of travel (2) Check insurance policy that shows minimum medical coverage in Thailand of Coronavirus Disease (COVID-19), in the amount not less than 100,000 USD
\n4. For masters, crew, passengers and any persons with Thai nationality who are going to embark the ship to travel to Thailand, the ship operators, ship-owners, charterers, masters and captains are required to perform the following screening of masters, crew, passengers and any persons before embarkation as follows; (1) Check Health Certificate certifying that the persons are in good health (2) Check the letter certifying the return to Thailand issued by the Royal Thai Embassy, Consulate General or the Ministry of Foreign Affairs 5. If it is found that any persons are unable to present the required documentation as listed in 3 and 4, the ship operators, ship-owners, charterers, masters and captains shall deny the embarkation of such persons 6. After the required screening has been satisfied as in 3 or 4, and the embarkations are allowed, the ship operators, ship-owners, charterers, masters and captains shall arrange for such persons to provide information on the address in Thailand in Form T 8 in accordance with the Communicable Diseases Act B.E. 2558 (2015) and submit to the communicable disease control officials at the international communicable disease control checkpoint of the port of destination<\/p>\n

\n7. Ship operators, ship-owners, charterers, masters and captains shall apply the following protective measures on board the ship: (1) Arrange seats, accommodations and working spaces onboard ship with the greatest possible distance apart from each other when allowing the embarkation. Dedicated space onboard ship shall be allocated to monitor any persons with fever, cough or illness if necessary. (2) Inform persons onboard ship on how to protect themselves from communicable diseases, to always wear their masks throughout the voyage, or prepare other equipment necessary to protect themselves against transmission (3) Consider limiting operations onboard ship to reduce the necessity for any persons onboard to get in close contact with each other (4) Require masters, crew and any persons onboard ship to wear masks 8. When arriving the Kingdom of Thailand, ship operators, ship-owners, charterers, masters and captains are required to carry out disinfection or cleaning of ships in accordance with the standards prescribed by the communicable disease control officer at the international communicable disease control checkpoint 9. The communicable disease control officials at the international communicable disease control checkpoint of the port of destination have the power to issue orders in accordance with the Communicable Diseases Act B.E. 2558 (2015) as follows: (1) Prohibiting any person from embarking or disembarking the ship entering the Kingdom of Thailand without having undergone screening by a communicable disease control official at the international communicable disease control checkpoint, and prohibiting any vehicle from approaching such ship unless authorized (2) Proceeding or issuing orders in writing for the ship operators, ship-owners, charterers, masters and captains to take the following actions: (a) remove the infection in order to prevent and control the transmission of the disease (b) detain the ship at a specified location until the communicable disease control officials at international communicable disease control checkpoint give permission for its release (c) require the persons onboard the ship to undergo medical examination; such person may also be isolated, quarantined, confined for observation, or immunized at a specified place and period

\n10. In case of violation to 3, 4 or 5, ship operators, ship-owners and charterers shall be responsible for the expenses incurred for the transportation of the masters, crew, passengers and any persons onboard ship to be isolated, quarantined, confined for observation, and immunized, including the expenses for the care, hospitalization of such persons and the prevention and control of international communicable disease in accordance to the Communicable Diseases Act B.E. 2558 (2015) 11. Ship operators, ship-owners, charterers, masters and captains shall strictly comply with measures for the surveillance, prevention and control of dangerous communicable diseases as issued by the Ministry of Public Health under the Communicable Diseases Act B.E. 2558 (2015) 12. Ship operators, ship-owners, charterers, masters and captains shall notify their staff at the port of origin, masters, crew, passengers and any persons onboard ship of the above guideline and require their full compliance. The masters and captains shall also make additional on-board public announcement of such guidelines to the persons onboard ship<\/p>\n

This announcement shall be effective from 22 March B.E. 2563 (2020), 00:00 Thailand local time onwards. Issued on 19 March B.E. 2563 (2020)<\/p>\n
